Before the U.S. Supreme Court halted the recounts, election officials had begun examining thousands of ballots on which two machine counts recorded no preference for president, although choices for other offices had registered.
In an unbelievable show of conceit, Gore portrayed any ballot not having a mark or punch for the office of president as surely meaning that the intent of the voter was to vote for him. Even in the cases where voters punched any candidate other than Bush or Gore, surely those voters must have made a mistake through confusion or other-wise and really meant their vote should be registered for Gore.
